Be able to Un-Award a Quote

Sometimes after a Quote is awarded (order created) the project is cancelled (funds, schedule, etc). It would be good to be able to "back up" in the system (obviously if there is no activity on the order). The Order would be deleted or shut down and the quote would be opened back up. Would stay in Quotes but in the beginning status of Un-Awarded.
