Add in Error Message when marking an Order as a Job Requisition that already has Products w/o Phases

When you try to add products without a phase or a cost type on Job Req orders, you get an error and have to re-enter the product with a phase and cost type set, but if you add a product to an order and then mark it as a job req, there is no warning message.

Suggestion to add in a check to make sure the active products on the order have a phase and cost type set when you retroactively mark an order as a job requisition and give an error on save if they do not.
