Add ability to create freight default pricings

Option: Add haul zone function to be used at point of quote or order creation so a zone can be selected per order-product to make adding freight rates simple
Option: Add ability to setup zones/defaults for surcharge as well so that you can select a preset option from a named list/set a default like product pricing

I agree - outside of Haul Zone, Freight/Surcharge would be nice to carry their own default pricing like the material products do.

I love this idea. We have different fees for different local areas, so having different levels that we can set would be amazing!
