Effective dates for any price or cost changes to ensure accurate historical reports

To make reports (custom) accurate effective dates are needed. Currently, if I make a price or cost change to be effective today (11/1) and pull any margin report (using dates prior to 11/1) it's pulling the new rate through the entire time.
