Add a "Tare Expires Soon" notification

When using the "Days Tare Weight is Valid" setting on the Ticketing App, there should be a pop-up notification that lets the operator know that the tare is about to expire and the truck needs to be re-tared. Maybe add a way to configure when the system alerts you to re-tare, just so long as you know before the truck is heavy on the scale with an expired tare weight.
