Standardize Tax Percent vs Decimal when inputting Tax Codes

The tax code entry screen displays a "%," but you have to enter the decimal in the field for the tax percentage. It would be best to standardize this so you enter a percent or remove the "%" character and specify that you must enter a decimal.
