Add ability to set proposed pricing (using existing rates) by dollar amounts

Instead of only being able to increase/decrease prices by x%, allow to increase/decrease prices by whole numbers as well

IE: implement $2 price increase from existing rates instead of calculating what percent increase of the current amount would be $2 or increasing each price manually
