Add "Warn At" setting with Hauler "Days Tare Valid"

It seems that currently we can only either prevent from ticketing a truck with expired tare (past 30 days) or allow with no popup.

- We would like to see the Tare Date in the Lane view to turn yellow when 1 week or less from expiration.
- We would like to see the Tare Date in the Lane view turn orange when 2 days or less from expiration.
- We would like to see the Tare Date turn red when expired.
- If it has expired, allow 3 exceptions with weighmaster input as to show they notified driver. After the 3rd exception, prevent from ticketing.
