Assign Haul Zone at Dispatch Level

allow for a dispatcher to select the Haulzone to be used for the dispatch and have that prepopulate on the ticketing screen

when creating a dispatch it would be great if we could specify the Phase and or Haul Zone in the dispatch and have that flow to the scale, the scale still could be allow to override but let the dispatcher set the information
